On 22-23 June 2021 the 4th High Level Experts Group (HLEG) Meeting on Energy was held virtually and hosted by the Ministry of Energy of the Republic of Azerbaijan. Delegates from the Islamic Republic of Afghanistan, Republic of Azerbaijan (host), Islamic Republic of Iran, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, the Republic of Turkey, Turkmenistan and Republic of Uzbekistan, as well as, delegations from the ECO Secretariat, Energy Charter Secretariat and United Nations Industrial Development Organization (UNIDO) attended the meeting.

On behalf of the ECO Secretariat, Mr. Rovshan Mirzayev, Director for Energy, minerals and environment of the ECO Secretariat welcomed the participants and noted that 4th HLEG meeting will consider future energy cooperation through validation of numerous documents of priority areas reflected as a follow up of “ECO Vision 2025”. By concurring in the proposed document which will be sought to be endorsed by Energy Ministers of the ECO Member States on June 24, 2021 will pave a way result-oriented decision, which will guide our enhanced partnership in coming years.
Mr. Orkhan Zeynalov, Head of Delegation of the Republic of Azerbaijan (elected Chairman of the Meeting), stated that this meeting will have to discuss and finalize the several documents before the Ministerial Meeting, which is scheduled on June 24, 2021.
The Member States discussed and considered for adoption at the 4th ECO Energy Ministerial Meeting documents on formulating future energy cooperation of the region. Namely, declaration on the conclusion of 4th ECO Energy Ministerial Meeting, “Roadmap on Realization of ECO Regional Electricity Market Project”, The Charter on Establishment of ECO Clean Energy Center, as well as the ECO Strategy/Plan of Action 2030 enriched and finalized during the meeting.
Following the results of two-day consultations, the participants came to a common opinion on all the above issues and agreed to submit for approval at the Ministerial Meeting.
