The 1st Meeting of the Board of Governors of the ECO Clean Energy Center (CECECO) was held in a virtual mode on 9 September 2025.  

The meeting brought together six ECO Member States, which are the signatories of the Charter of CECECO, namely Azerbaijan, Kazakhstan, Kyrgyz Republic, Pakistan, Türkiye and Uzbekistan. The Board, chaired by Mr. Parviz Shahbazov, Minister of Energy of the Republic of Azerbaijan was attended by two ministers and four deputy ministers of energy from the signatory Member States, ECO Secretary General, UNIDO – as a core partner and the Interim Director of CECECO.

In his opening speech, Dr. Asad M. Khan, ECO Secretary General highlighted the potential role of CECECO in the process of the green and sustainable energy transition in the ECO region. He underscored that CECECO, as one of ECO’s most promising projects and regional centres, would respond to the multiple climate, energy and development needs of the Member States by creating an enabling environment for regional sustainable energy markets and investments. The representatives of signatory Member States and UNIDO further delivered their speeches focusing on their vision and expectations from the Centre.

The Board of Governors adopted the draft Rules of Procedure of CECECO, mapped out by the ECO Secretariat. The meeting also decided to designate the members of the Executive Board and Technical Committee of the Centre. Furthermore, the meeting appointed Ms. Aysel Yagubova as the Executive Director of CECECO for a full term of three years, who subsequently made a briefing on the planned activities of the Centre.

All participants of the meeting expressed their firm support to the ECO Clean Energy Center and demonstrated their resolve to proactively participate in its operationalization.
