Khan, met with Mr. Hassan Nasser, Special Envoy of the Digital Cooperation Organization (DCO), at the DCO Headquarters in Riyadh on 13 November 2025. Dr. Khan underlined ECO’s commitment to strengthening institutional engagement with global and regional organizations engaged in the digital sphere. He emphasized ECO’s strong interest in developing digital solutions for transport, logistics and cross-border connectivity, noting that the ECO region—with its young, dynamic and increasingly tech-savvy population—offers significant opportunities for digital transformation, digital trade, and innovation-driven growth.

Both sides highlighted the strong complementarity between ECO’s regional integration priorities and DCO’s efforts to accelerate the digital economy.

The two organizations agreed to explore concrete avenues of cooperation, including knowledge exchange, policy coordination, capacity-building in digital skills, SME digitalization, and measures supporting cross-border digital trade.

It was agreed to establish a Joint Working Group to examine modalities for a cooperation framework and identify mutually beneficial projects, particularly in digital innovation, data governance and sectoral digitalization.

Both sides reaffirmed their readiness to maintain close dialogue toward fostering a more inclusive and sustainable digital future across their regions.
The meeting concluded with a shared commitment to building a pragmatic, results-oriented ECO–GCC partnership through a gradual, step-by-step approach aimed at delivering tangible benefits to the Member States of both organizations.
